Cigarette smuggling underwater

An inhabitant of Nesterovo, located in the Kaliningrad region, was detained by border guards of the Russian Federation during an attempt to smuggle tens of thousands of packets of cigarettes into Lithuania. We would probably never have reported the incident if not for the fact that the smuggler used diving equipment to smuggle the contraband.

The unlucky smuggler fell into the hands of Federal Security Service border guards at around 4.00am when he tried to smuggle 27,000 cartons of cigarettes across Lake Vištytis. The diver-smuggler hid the cigarettes in a specially prepared package, which he towed across the surface of the lake.

After the smuggler realised that he had been targeted by border officials, he decided to abandon the cargo. He explained to the arresting officers that he was addicted to underwater hunting.

According to FSB spokesman, the total value of smuggled cigarettes is 1 million Russian rubles, and the attempt itself was not the first of its kind in the region. Moreover, according to the estimates of the National Association of Tobacco Products Manufacturers of Lithuania, about 1/3 of cigarettes sold in this country are smuggled. I wonder what part of this number passed through the waters of Lake Vištytis?
